Youth Empowerment Services Division (YES)
YES serves at-risk, delinquent, and adjudicated youth and young adults ages 6-18.
Case Management provides individuals and families with a link to services and resources to meet basic needs and increase their level of self-sufficiency.
Resources
Clinical Services provides professional behavioral health services to at-risk, delinquent, and adjudicated youth ages 6-18 and their families via our assessment, counseling, home-based family counseling, and community-based programs. These services are housed on-site at the NC Department of Public Safety, Division of Adult Correction, and Juvenile Justice.
- Psychological Assessment Component - Provides Comprehensive Clinical Assessments/ Psychological Evaluations to provide appropriate behavioral/mental health treatment and placement recommendations to court-involved youth.
- Treatment Component - Provided to improve symptoms, strengthen skill development as well as increase the overall level of adaptive functioning for the youth and family.
- Home Based Family Counseling Component - Provides individual and family counseling services to youth who are at risk of being placed in secure custody or are transitioning back into the community after being released from a Youth Development Center.
Resources
- Community Service and Restitution (CSR) - Facilitates juveniles completing court-ordered and/or court diverted obligations successfully and in a timely manner.
- Intensive Intervention Services - Facilitates "high risk adjudicated juveniles", and "youth that demonstrate the most need with the greatest level of risk" in completing their court-ordered and/or court diverted obligations successfully.
CSR collaborates with faith-based and nonprofit community partners to match the youth with a service learning experience.
Older youth have the opportunity to participate in a job skill development program that provides an understanding of the local job market, strategies for obtaining employment, and soft skills like work ethic, time management, and building resumes.

Prevention Services provides social skill development groups in local elementary and middle schools and community centers utilizing the following programs:
- Promoting Alternative Thinking Strategies (PATHS) is a prevention service for at-risk elementary school youth that provides social skill development
- Too Good for Violence (TGFV) is a prevention service directed toward at-risk middle and high school youth that teaches, models and reinforces positive social behaviors with an emphasis on providing youth opportunities to belong while building supportive family and community relationships
- Too Good for Drugs and Violence (TGFDV) is designed to immerse high school students in the core social skill development needed to navigate the world after high school
